I cannot understand much from the ICRC website therefore I posted this link
Would you be kind to tell who all can apply in this category like a person who is not a businessman, but want to come to Canada through this program? Is it possible for him?
What is the success of this program? Do many people come through it or is there a Cap?

It's critical that you understand the information on the IRCC website. If you aren't able to navigate this yourself, then hire a lawyer to assist you.

This program leads to PR. There is no cap.

Note that you need to secure the support of a designated organization in Canada to qualify and apply. And each designed organization can only support up to 10 start ups per year. For this reason there are not a lot of people who immigrate through this program.
