Your post doesn't include enough information to comment. Are you asking about an IEC/working holiday visa? Which country is she from? Are you sure her country has a residency requirement? The short answer to your question is that she would have to return to her home country and re-establish residency (my guess is for at least six months) before applying.

Yes, it's the IEC that she'd like to apply for. She has a Czech passport, but grew up in Germany since the age of two, however she doe's not live in Germany at the moment (her parents still live in Germany).

Well she has no ties to the Czech Rep other than the passport. She does not have a German passport, but has the right to reside there. From what I can see, you need to be a resident in the country of your passport to be applicable for IEC.
To qualify to apply for the Czech Republic IEC - she needs to be physically living there - I would say at least 6-8 months before she applies for the IEC.
To qualify to apply for the Germany IEC - she needs to be a citizen. If she's only a resident - then she doesn't qualify.
She's out of luck unless she's willing to move to the Czech Republic and establish residency there.
