What are the factors that make an applicant (with 400+ CRS) Ineligible for OOPNP?

So far I have found only one:

1) not having a degree equal to or higher than a bachelors i.e. a diploma

What are the factors that make an applicant (with 400+ CRS) Ineligible for OOPNP?

So far I have found only one:

1) not having a degree equal to or higher than a bachelors i.e. a diploma

Or an equivalent ECA for the same if obtained outside Canada.

Also, profiles created before June 1st are ineligible.
