1. You should read the check list http://www.cic.gc.ca/english/information/applications/fc.asp

Birth and/or baptism certificate
Note:If the birth is registered late, include the original baptism certificate and other original documents establishing identity such as:
•old school records (Fifth class, Middle standard and Matriculation certificate), and
•Voter’s ID card.
2. If you withdraw, that's it the application won't be processed.
3. She will get a conditional PR visa as you have been married for 2 year or have children in common. If she receives a visa she will be able to work in Canada.
4. Depending on the province she would be eligible for medical 3 months after "landing" some there is no waiting period for medical.
5. She can apply for a study permit, but it is unlikely to get it as it is her intention to remain permanently in Canada.

1 - unless you have a very complicated case, you probably don't need a lawyer. Read the guideline, fill out the form, and ask here if you have doubts. Most people do the sponsorship process on their own and it goes fine.
2 - there is no minimum income to sponsor your spouse, but you need to prove that you can support yourself and your family. So show how much you're making but also what savings you have etc. If you will be given free accommodation (friends, family etc) then get a letter from them saying that. Explain to CIC how you plan to support yourself and your wife.
3 - there is no set amount of picture. Focus on quality rather than quantity. Select pictures that show your relationship. Same for email/chat/facebook. No need to send 100 pages of them - select a few that are significant, and show how often you communicate.
4 - your wife can do whatever she wants in India - she can work, study if she prefers. No restriction. She can study english if she wants, that will be useful. For yourself : once you land in Canada, then go to one of the centers for immigrants, and enquire what are the options. Depending on the province, there will be different possibilities.
5 - see my previous answer on income.
6 - you can not choose. The visa office is based on your wife's nationality or residence - these are the only 2 options. If she is in India, and from India, then it will be sent to New Delhi after stage 1 is completed. You have to send everything (sponsor forms, sponsored forms etc) to Mississauga first, then once they are done with stage 1, they will send it to New Delhi.

Good luck,
Sweden

1. what is total fees which inc stage 1 and stage 2 fees and RPRF Fee what is total draft i haveto send missisauaga
The total fees for one sponsored spouse are $1,040.
2.can i personally handover both application packets ie my papers(sponsorship part) and my wifes paper(immigrant part) to missisauga office as after landing i am going there only
No, you have to mail the two applications together to Mississauga.
3. do i have to attest my papers(sponsorship part) from canada notary or not required and similarly my wife have to attest her papers from indian notary? is attestation required or not if yes which docs
It is not required. The application form, section C, will tell you which documents, if any, have to be notarized, which have to be originals, and which can be copies. Anything that is not in English or French has to be translated, and this should be done by a certified translator.
4.can my wife apply for USA diploma study till i am sposoring her in canada fopr 1 year and if she get approved in USA diploma programme can i enter USA border with my PR Card to meet my wife
This might work. It is up to the US government.
5.what is shortest time indian wife sponsorship takes place and what is longest time in newdelhi office, i am keen to know shortest time
The timelines are here:
http://www.cic.gc.ca/english/information/times/perm-fc.asp
Currently, it is taking 29 days to process the sponsor's application, and 10 months to process the applicant's application in New Delhi. This is for 80% of the applications, so yours could be much faster.
6.can i apply for social security welfare benefits before or after my sponsorship application as i am eligible for Employment insuarance and worked enough in canada to qualify to get it
There is a big difference between welfare and employment insurance. You cannot be on welfare during the processing of the application. Each province has a different name for 'welfare', but basically if the government is giving you money because you cannot support yourself, it will be welfare. If you are not sure, ask. You can be on employment insurance while sponsoring.
7.i donot have kid yet but want to have it now, so if my kid is born in india he/she donot become Canada citizen, is there any option we can time our kid in such manner that kid become landed citizen as i donot want to waste time for sposoring kid later like i will be doing for my wife .can my wife go to canada for baby delivery on visitor visa if she donot get her PR even though baby is due.
Get the application in well before your wife gets pregnant, if possible. She needs a medical, which includes an x-ray, so should not have this while pregnant. So if she is pregnant before she gets the medical, the application will be delayed until after the birth. If you time it right, and all goes well, she could have her PR and land in Canada while pregnant. Some provinces make you wait for 3 months before you get free health care. Alberta does not.

2. i marred in december 2012 and i am PR in canada since december 2010, now if during my wifes pr application she have baby and it is born in india so she will be not canadian? then i have to sponsor her again? or should i plan to have baby after my wife gets PR so that baby also becomes canada citizen by birth?

EI is fine. It is not considered welfare. You can get EI now and also submit your sponsorship application. Keep looking for a job, and once you get one you can submit this evidence to the visa office to be added to your file. You don't need a job to sponsor a spouse, but the visa officer does want to see that the two of you can support yourselves once your wife gets PR.
2. i marred in december 2012 and i am PR in canada since december 2010, now if during my wifes pr application she have baby and it is born in india so she will be not canadian? then i have to sponsor her again? or should i plan to have baby after my wife gets PR so that baby also becomes canada citizen by birth?
If the baby is born in India before you become a Canadian citizen, the child will not be a Canadian citizen and you will have to sponsor him or her. The child can be added to your wife's PR application, which will delay things a bit. If your wife gives birth in Canada, the child will automatically be a Canadian citizen.
If you decide to have the child before your wife gets her PR, make sure your wife gets her medicals done before she gets pregnant. There is an x-ray, so the medicals will be delayed until after she gives birth, which also delays the sponsorship.
3. also can my wife take my baby to canada for her birth on visitor visa so that baby can atleast become Canadian by birth and also she gets medical coverage for delivery . i mean i want to plan a suitable time for baby delivery in india/canada sothat baby becomes landed citizen directly
If your wife can get a TRV, she can come to Canada. If she gives birth in Canada, the child is automatically a Canadian citizen. However, most provinces will not provide medical coverage for someone in Canada on a TRV. Alberta sometimes gives coverage right away, if the person is being sponsored. Other provinces make you wait 3 months, even if you are a PR. If you have to pay for the birth yourself, it seems it would be at least $ 10,000 - and much more if your wife needs a C-section, etc.
If you wait until you are a citizen, the baby will be a Canadian citizen even if born in India.
4. my wife have hospital birth certificate in english is it ok to submit it along with Wife PR Sponsorship application or birth certificate by registrar of birth from municipal corporation is required . also problem is municipal certificate is always issued in hindi so we have to translate it in english?
I would submit both. The Hindi one has to be translated.
5. whether we have to submit photos negative copy also, with sponsorship application , but now days negative are not there as we have digital ?
If you don't have any negatives because the photos are digital, just include a note explaining this. Maybe some other recent applicants from India could tell you if they had any problems with this.
6. how much time it takes if i want to sponsor my parents to canada from india . and can i sponsor my parents and wife in same application?
Parernts' sponsorship is closed right now. I think it is starting again in 2014. In any case, you cannot sponsor your wife and parents in the same application.

The police certificates have to be valid when they get to Mississauga. The visa office will probably not ask for new ones, even if your processing takes more than 9 months.
2. is it advisable to take medical ie xray in advance of my wife even though i plan to submit her PR application in September /October 2013 , reason is we plan to have our baby now and my wife cant xray herself if she concieves?
Definitely get your wife's medical done before she gets pregnant. X-rays are not safe for a pregnant woman - they can cause birth defects in the unborn child. So if she gets pregnant before having the medical, she will have to wait until after giving birth for the x-rays, which will delay the processing time considerably. Note some doctors will do x-rays on a pregnant woman, but they are really not advised, and would only be done at a late stage of pregnancy anyway.
3.if my wife application is rejected at stage 1 missisauga then it wont be sent in new delhi?
If you are rejected as a sponsor, then the application will not be sent to New Delhi - if this is what you have chosen to happen. That is, if you choose to withdraw the sponsorship if the sponsor is not eligible. In my opinion, this is the best option. If you choose to continue with the processing even if the sponsor is found not eligible, then New Delhi will process the application and it will be refused (because there is no eligible sponsor). There is no point to this in your case. Better to choose to withdraw if found ineligible. Then you get your application back, can see the reason for rejection, can correct this, and reapply. If you are found eligible to sponsor, then your application continues to New Delhi as usual.
4 i am PR of canada but not working from past 2 years so i have zero income from past 2 years so can i sponsor my wife for PR by showing zero income? i only have fixed deposits in bank of around 20,000 $
You can sponsor without an income. The visa officer wants to see that the two of you can support yourselves once your wife is a PR, so include proof of your savings, and a plan detailing how you two will live once she is in Canada.
5. which agency help in canada for settlement for new married couple in canada
Different cities have different agencies.
6. which is official resource guide/publication link which canada publish or canbe ordered which explains procedure of spouse sponsorship
also what is email address of canada which answers queries and send soft copy or hard copy forms for spouse sponsorship?
This is the CIC webpage that tells you how to sponsor a spouse:
http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-how.asp
