Anyone here applied for Indian PCC, who has foreign passport (not Indian passport) from BLS - Brampton office recently?
Do you have to register online and fill PCC form online from below website?

It does say "Only Indians living abroad are eligible to apply for Passport Services using Passport Seva System under the jurisdiction of the respective Indian Missions (Embassy/High Commission) or Posts (Consulate Generals) abroad."
Indian living abroad, does means people who were born in India or does it mean who hold Indian passport?
I was born in India but no longer hold Indian passport but require Indian PCC for PR application.
