Okay, I am an International student in Regina and I need to reissue (not renewal) my Indian passport ASAP. Those who still don't know, when you reissue a passport new booklet with new passport number is given, generally done because passport has expired or about to expire (cannot apply for reissue more than 1 year before it expires, by rule ). You renew a passport when, for example, all pages in passport are exhausted and you apply for new booklet, but passport number with expiry date remains same.
I have gone through both BLS ( http://blsindia-canada.com/index.php) site and consulate general of India - Vancouver (http://www.cgivancouver.org/index.php) sites. I have my share of doubts:
1. For Saskatchewan , you have to get your passport from embassy in Vancouver. You can directly visit there or alternatively go through BLS picking anyone of these centres- Vancouver, Surrey, Edmonton, Calgary.
Now as I need to attend classes in Regina and I have some financial constraints , walk in application anywhere out of Regina is not possible. So I want to make postal application with Fedex pick up and drop service. Now which one of these BLS centres would be the best choice? Anyone in Regina or Saskatchewan, who reissued passport through BLS here?
2. I have gone through checklist and I am not sure if I have to submit original study permit with this application or not. If I just provide a notarized photo copy of the same without providing the original study permit, will it be okay?
It also asks for landing document. What is that? I am International student and I have only study permit. I do not recall being provided with anything vital called "Landing document/paper".
3. When I am checking out BLS site the fee section is not very clear. It talks about Passport Fee (CAD 100), Consular Surcharge (CAD 3) , BLS Fee (CAD 7.40) , combining all three, giving a total of CAD 110.40 (as on 28th Sep, 2017).
What about the pick up and drop fee? It says :
"Kindly Provide Postal order only in favor of BLS International Services Canada Inc., which includes Passport fee+ consular surcharge + BLS Service charges + Return courier fees, to send back your processed application." What about pick-up courier fee?
In the fee calculator page I am confused between "Issue of official passport" and "normal booklet 36 pages" options for the section "Passport service required". There is no option that says "reissue".
Selecting "Issue of official passport" , I got this information:
"Your Passport Service Fee is CAD$ 0
BLS Service Fee is CAD$ 7.4
BLS Pick up & Drop Courier Service Fee is CAD$ 50
Total Fee is CAD$ 57.4
A Demand Draft of CAD$57.4 is to be issued in favour of
BLS International Services Canada Inc."
and for "normal booklet 36 pages" option it gave:

BLS Service Fee is CAD$ 7.4
BLS Pick up & Drop Courier Service Fee is CAD$ 50

For both options I chose "Vancouver" as BLS centre location.

There is no email address of any BLS staff on the website and verbal communication over phone is not something I want to rely on.
