Indian minor citizen appyling for Canada TRvisa from USA?

Hi
Please Help Me here...My brother is 15yrs old(minor) and have come alone in NC, USA from India to my sister's place on Visitor visa and now both are planning to visit us in Canada. I am not sure how to apply his TRV. I have seen Individual Filing from India but now as he is in USA and is Minor how the filing has to be done. what documents he will be needed. My sister is coming with her 7yrs old daughter and 1yr old son, they will file as a family but what about my brother, Can he be included in family filing as a brother or has to be done as an individual
Also if anyone knows how much time it takes in person application at Washington Canadain consulate.
