Indian in US looking to get Indian PCC from US - reasonable attempt to get it or should I decline IT

Hello!

I am an Indian citizen living in US and looking for feedback on whether my efforts to get PCC for India in US look reasonable enough. Thanks for your help.

Received an ITA Nov-30th.
Was prepping to send my PCC request but in first week of Dec, had a personal emergency, so traveled to India.
Sent an email to SFO consulate asking them if I could get PCC in India - no response
Dec 15th - appointment at passport seva kendra in India
Dec 16th - police enquiry initiated, a cop visited a few days later and sent the paperwork back
Dec 25th - Flew back to US while processing was still going on
Dec 26th - received a Notice that PCC was complete and I could pick it up
Dec 26th - my dad tried to pick it up using a letter I had left with him requesting him to represent me, they said no.
Dec 30th - my dad visited passport office, but they mentioned a much more complicated process and said No
Dec 31st - I submitted a new request to SFO Consulate and now waiting.

My last day for IRCC application is Jan-26th and based on what I've read so far, the chances of getting PCC on time seem low, so I have two options -
1) decline and apply again
2) Submit an LOE with the history with proof of appointments etc - does this look like a reasonable attempt at getting PCC?

If the police verification was recently completed in India, embassy will definitely issue your PCC real quick. It will be up to date in their system. It is just a matter of they picking up your application for process. Do they let people visit consulate for PCCs? If so, I would suggest you to do that..

I would say you would definitely get your PCC before your deadline date and you must be able to submit your application with that. Just hang in.

You should go ahead and submit your application close to the last date. Attach the receipt(payment and/or any additional reference) for the PCC application that you have made.

By the way,you might know this already but your PCC should be obtained after your last visit to that country....

I thought that 6month rule applied to PCC, isn't that so?
There are two CIC pages on this topic and both have contradicting information. One says any PCC should be six months old irrespective of travel etc, whereas another one specifically says that PCC for home country should be after someone visited the country. Since there is no clear answer for this, better to follow latter to be on safer side. If you had applied in consulate, it must be obviously after you had traveled to India, so you should be good in that aspect.

Guys, still haven't received the passport and PCC for India yet, so leaning towards writing a LOE and explaining the history, attaching proof - appointments, communication etc and submitting the application as-is. Does anyone think it's a better idea to decline and wait for next drawing?

A little nervous so asking before hitting the submit button :)

Did you find out about this? I'm waiting on my Indian PCC too and thinking about having it explain on the LOE. Would the IRCC give time to submit this specific document at a later time?

I wrote a LOE and submitted my application last night. I hope they are reasonable, if so, they should give it another week or two. I read on some forum how to add documents to file lager using some technical ticket. Need to find that link, can find it and share it with you if needed once I do it myself.

Yeah, I think money order and mail receipt should be good. Isn't the amount suppose to be $27 unless something has changed or your case is different? Just recommend checking it again to make sure it's accurate for your case.

Its changed, "For Indian passport holders, a non refundable fee of $25 (twenty five) + $3 Indian Community Welfare Fee (ICWF) w.e.f. Oct. 01, 2012. If you want to receive the attested documents back through mail, send a trackable pre-paid return mailing envelope (USPS 'Express Mail' or FEDEX etc.)"

That is the right thing to do - submit application that is....As long as you attached all the proofs of applying for PCC you would be completely fine.
As soon as you receive the PCC upload it using webform and LOE.

How many days do they give us to submit the Indian PCC as an extension?
