India to Canada; via HeathRow, London ::: 8 hr Transit Time

Hi,
Below is my travel itinerary to Canada; through Jet Airways (connecting flights).

Chennai, India to Bombay, India.
:: Transit at Bombay - 3 hrs ::
Bombay, India to HeathRow, London.
:: Transit at HeathRow Airport - 8 hrs ::
HeathRow, London to Edmonton, Canada.

I've got a 8 hr (day time - 7 am to 4 pm) transit at London Airport.
Just wanted to know; if I can make use of that time (at least 6 hrs) to meet my cousin residing at London.

And below is what I need to know from you guys...

1. Hope 24 hr Transit visa required and gettable?
2. What is the probability that I will be provided with Visa?
3. If there is any fee for Visa?
4. What are the required documents?
5. Is there is any separate immigration counter for this kind of short transit visa?
6. For my transit purpose at London, hope I need not have to check-out my baggages and check-in again.

Transit visa is for 'transitting' (airside), not for visit. If you need to leave the airport to visit your cousin you need a short stay visit visa.
You don't need a transit visa at heathrow if you have a valid onward ticket to Canada.
