Incomplete first application and second little too late for NOC 2171?

Dear Seniors,

I sent the first FSW application around Mid-May and sent another one in Mid-August for the same NOC (2171) since my first package was incomplete (without WES Report & Wife's IELTS Report).

Neither they still have returned the first package nor charged my CC. Not sure, if they will use the first application while getting WES report from Second package or return the first one and work with the second.

Since they haven't returned my first package. does this mean, they are still working with the application from May?

If that is the case, I might get my both packages return since first one was incomplete and Second one was little too late?

what are the odds, anyone?

CIC is still working on May applications. Either way, if you didn't send WES report with your first application then that one will be certainly returned once they check it. They might have even already processed it for return. But the return time is variable (few weeks to a few months once checked). They will only process your second one independent of the first one. You should make the cap for 2171.
