I submitted my application for proof of Canadian Citizenship (I am Canadian Citizen by descent) however it was returned incomplete. I got confused on section 10 and 11. I didn't think section 11 applied to me so I skipped because it said to move on to part twelve. I was born outside of Canada after Jan 1, 1947 so I realized that yes I did need to answer and immigration highlighted it. Everything else is good to go on the application.
However, they sent me a letter stating the following.
Dear Sir or Madam,
Your application for a citizenship certificate was considered incomplete and was not processed and fees were not taken. The application and proof of payment are therefore returned to you for the following reasons.
- Your application is incomplete or missing information. Please complete the sections that have been highlighted on your application. See section "Step 2 Complete the Application" in the instruction guide.
Please see the following page (Annex A) for options available to you. Choose one of the following two options

The next page goes on to state that I can resubmit application completed which is what I want to do or request a refund. I am submitting in complete app and have filled out the 2 questions highlighted.
My question is do I need to make 75 Canadian Dollar payment again? It says fees were not taken but I know payment is done through a third party site. So the fact they are asking me if I want a refund or not makes me think that I can just submit back completed app with all the docs (my birth certificate, my dads who was born in Canada, and 2 forms of ID). I don't have a problem making payment again I just want to make sure I don't overpay and at the same time that they didn't void my payment regardless and underpay then get it rejected again.
