I want to apply for my parents super visa. Can the income be calculated based on both my and husbands combined income? And our last years tax return was below the minimum income needed for super visa however, from September of last year we had sufficient income but tax has not been filed for that yet. Can we show other documents showing proof of income?

Yes you can use both your incomes. The fact that your 2019NOA may be an issue.
You can try to submit your current household income or follow the list of documents that are possible. NOA seems to be the best proof of LICO for CIC.
