I have received my IELTS score and I have also got my education certificates attested. However, my spouse educational certificate attestation is taking time and this is delaying our application.

Is it possible that I initially submit my application based on my IELTS score + educational certificates. However, I update my submitted application once we receive attested educational certificate for my spouse. Does CIC allow the application to be updated with new points after submission?

It is not necessary to submit equivalency of Qualification along with your application for Immigration. You may submit application with current docs you have in hand such as degree certt. You equivalency certification with agencies ( WES) is a parallel process. Even that equivalency is not an obstacle in getting a job as no body asks for them except for continuing education or professional licensing process. Licensing process is also a parallel process. WES equivalency requires transcripts attested by universities and the universities send them directly to WES.

Being the principal applicant, the priority documentation is for this person and not the dependant such as spouse or children.

No - CIC does not allow this. If you want the points, the documents need to be included as part of your original application.
