Can my US husband commute to work from canada to the usa daily while we live in canada and I sponsor him inland ?

Short answer is no. Sooner or later CBSA will stop him from entering.

If he wants to continue working in the US, you should file an outland application and he should continue living in the US until the outland process is finished.

Once he is a PR, he can live in Canada and commute daily to the US.
