In this case is my husband ' Ready for Visa' ?

Hi everyone, I just received the ‘Ready for Visa’ letter. Now I have a question: I entered the EE pool and got a provincial nomination with the declaration that my husband would not accompany me and our child to Canada. However, after accepting the nomination and getting the ITA , when I applied for the permanent residence, I was asked to pay the Right of Permanent Residence Fee for my husband and I did it. Now in my EE account I can see that I, as the principal applicant, have two dependents: my husband and our child. They both have their UCI number.

Does this mean that my husband is also “ready for (permanent residence) visa” and should submit his documents with me and our child within 30 days? If this is not the case, what is the Right of Permanent Residence Fee for and what should my husband do when he would like to join us in Canada later?
