"In Progress-CP" - does anyone know what it means?

I filed an Open Work Permit application in Dec 2015 and even after almost 7 months, my application is showing "In Progress-CP". The work permit application processing time from the country where I have filed the application is 4 weeks and so, the application processing is significantly delayed.

I was hoping someone could guide me as to what "In Progress-CP" means.
