This sure was an useful post. I was just wondering, if these stages do actually apply on Drooza's case. I am only guessing here that (s)he had sent her initial appplication to CIO, Sydney and if that is true, then E-Cas status messages are to have quite different connotation than those you mention here.

Therefore, shouldn't it be construed that Drooza's application has been reviewed already? My understanding so far (including now) has been that a Visa Officer first reviews the application to determine if an applicant has at least 1 year of work experience in a designated profession listed in the Ministerial instructions (or in Drooza's case if the applicant has an acceptable 'arranged employment offer'). I think this is actually the first time a Visa Officer really looks at an application and this is what they refer to as the 'Visa Office Eligibility Review'. I understand that this only involves reviewing of documents relating to 'work experience', minimum funds. When this review is made (i.e. when an officer is satisfied that the applicant has the desired experience in one of the occupations listed in the ministerial instructions), the application then moves on to 'In Process'. I think, it is in this stage that a visa officer performs a points test, requests additional documents, decides that the applicant does not score the pass mark, takes steps to perform background checks, assigns a new bring forward date for next review of the application, issues medical requests, does security checks, and finally makes a decision.
Apparently visa officers performs the two tasks (visa office eligibility review and the points test) in 'one sitting'. Of course, where a visa officer decides that an applicant does not have the minimum experience, (s)he immediately declines the application without doing a points test and a refund will be issued and E-CAS will flash 'Visa Office Eligibility Review Complete'. But if (s)he decides that an applicant does meet the minimum requirements and has at least 1 year of work experience then the officer moves on to 'processing' which includes the points test based on paper screening, background checks, additional document requests...... medical requests, and so on.
I assume this is why, for example in many cases E-Cas moves on from 'Received at Visa Office' to 'In Process'. Also, many applicants get additional document requests, medical requests etc immediately after their E-Cas begins flashing 'In Process'.
My understanding could be very mistaken... Besides there are differences between procedures recommended by CIC (thats what we usually read; OP manuals etc) and the actual practices followed at different visa offices. So, my understanding is only speculative. Feel free to correct me!
