In-Process after Police Certificate - Parents

Hi,

This is rather unknown to me. The first part (my eligibility to sponsor my parents) has successfully finished (Decision Made - Applied 2009)
On Summer 2013, we received request for medical. Results were excellent from the Dr's side and 1 month later CIC updated the status to "Medical records received".
6-7 months later another letter came from CPC-Ottawa: "We've reached the stage that we ask for Police Certificate". So, in less than 2 months, that was sent and delivered successfully.

Suddenly, after 2-3 weeks, the status changed to "In-Process", saying that "We started processing your application on September 2014".

Does it REALLY mean START of the application or is it the last stage when they send the files to the local visa office? Very confused by the terms.

Generally, it means that a final review of the application is underway and if all is good in view of IO, a final decision will be made. However, if IO needs more information, you will be asked for it. Yet it can take from few weeks to few months for Decision Made. Goodluck!

If your application is approved, we will send you your permanent resident documentation and a letter saying what we need to finalize your permanent residence.

COMPLETE

(This is the last step in the processing of your application.)

Applicant Arrives in Canada and is Granted
Permanent Residence
You will need to meet with an Immigration Officer who will verify your documents and grant you permanent residence if all is in order.

I've seen this before on CIC, except what I have is not in there. What I have came AFTER medical records were received by CPC and it says:

  • We received your application for permanent residence on xxxxxx

    We started processing XX YY's application on September xx, 2014.

    Medical results have been received.

So, basically, number 2 came after number 3. (?)

It does happen in many cases. So hope for a final decision soon, though there is no specific time/period within which it will happen.

Another month has past and no news!

I wonder:
When they asked for medicals, why didn't they ask for police certificate?
After they updated the status to "medical records received" I received a request for police certificate.

This is all being done in CPC - Ottawa.

So, what happened? It's been 2 months now and no update. Did they send the files to Turkey? Will they issue a visa from CPC office?

I'm really confused.
