In Person delivery of application to Sydney, NS - possible?

Hi, I am curious, can I personally deliver my application instead of mailing it out? I am not that far away.. in Halifax, NS, only 4.5 hours away.
On Google Maps, there seems to be a mailbox that anyone can just throw stuff in:

Sadly I cant, we do family application
Why cant I do the same action as mail delivery people do, and drop the envelope myself?
