My husband and daughter are Canadian, and we are planning to move to Canada. My daughter is only a few years old, and my parents help take care of her. Can my husband sponsor my parents (his father-in-law and mother-in-law) through the Parents and Grandparents program? They are only his in-laws, but they are the grandparents of a Canadian citizen.

Yes. If you are a PR or citizen, he can co-sponsor them for you, as long as he meet Lico requirements
 
He cannot sponsor you mother and father ...as they are not member
of his family class...only you can sponsor them once you have PR or become citizen
