I want to know if it is easy to sponsor my sister if she is at all in Canada, in Québec on vacation, and she doesn't have to work, she receive money from France every month. Is it very difficult to do that?

Unless she is an orphan under the age of 18 the answer is no.

If you live in AB, MB or SK, you could sponsor her through provincial nominee family class if she qualifies. The federal system will not allow you to sponsor her like PMM said unless she is 18 and orphan or if you have no family in Canada and you have no family elsewhere you are able to sponsor (no kids or parents), you are allowed to pick another relative to sponsor.
