Impossible requests from CIC

Hello everyone,

I have been waiting for my inland PR now for almost two years (sponsored by wife). We recently had our interview and I recieved a letter in the mail from CIC requesting within 30 days, another fingerprint set and police check from the states, as well as addresses for every country I have ever been too, including the ones that were stamped in my passport during transit, not to mention police certificates from two countries that I visited over 12 years ago.

I don't understand how they can ask for all of this within 30 days when their own site says that the FBI check/clearance takes 14-16 weeks. In addition, some of the visas of the countries I have visited are on an expired, turned it passport; how is is possible to get police certificates from those countries when I can't even prove to them that I visited? All of this is very confusing and there is simply no way I can get all of these things resolved, and of those that I can resolve, they will take more than the 30 days they have specified in the letter.

Have any of you had this experience? What do I put for addresses when I either don't remember or don't have an address (because of transit, hotel, etc).

2 years is a very long wait.

Are there other issues? Does it include previous convictions or how long have you been married?

Just write a letter and explain it to them in it that you are gathering it currently and it will take you approximately this long and to extend the time limit given. Fax/ Email and send the letter in all three ways. Then just to be sure also call them and tell them.


This way you did your job and the CIC cant close the file and say you were not interested in the file anymore coz you did not supply requested docs within due time .

Thank you. I have already faxed a letter asking for an extention. The Problem is also getting the information they are requesting. I have no idea how get a police certificate from a politically unstable, third world country that I visited in 1998, whose visa I do not have.

The reason why it has taken so long is because of the fact that [1] I have had a colorful travel history, and [2] my wife and I married in a third country where we lived for two years before moving here.

Hey Mastur don't get stressed and overwhelmed by so many things..Just take it one at a time.

There must be a way to get a police certificate from any third world country.

See the link below on how to obtain the PCC. You dont have to have the visa handy to get it. If they ask you for it tell them you do not have a copy of the expired passport any more or whatever is the case. Attach whatever other information they require to get a PCC.

Yes, I looked at that site and mentioned it to the officer in my fax. I visited Yemen in 1998, and here is what it says at the site:

If you live outside Yemen
You can either return to Yemen to apply in person or send your request to a representative (a friend or colleague) in Yemen to submit it on your behalf. Note that this service is free of charge.

Required documents:

a copy of your passport;
a copy of all former residence visas for Yemen;
3 photographs with a white background.
So one, I dont have a friend or collegue there, and two, I have no copies of that passport (that expired in 2001 and was turned in for my current one) or the visas.

It seems like a dead end.

If you can't get everything they seek, try to get as much as you can. You should write a Cover letter when sending the PCC's you are able to obtain. Just tell them in the cover letter that you can't get a PCC from such and such country as they seek your old passport from 2001 which you turned in to the passport office for your current one.

Can you maybe hire a representative in yemen to do this on your behalf? I found other sites stating that you have to be physically present in Yemen to get a PCC and or a friend on your behalf. I assume it can also be a representative on your behalf as well.

I also found this on a website. Call the Yemen Embassy in the counrty you are in to find out about this.

As of January 2009, police clearance certificates for former residents can be issued from the embassies of Yemen. Applicants need to submit a copy of their Yemen resident visa.

Hey Mastur

I found a Canadian Document saying that it maybe impossible to obtain a PCC from Yemen. I think you are ok to explain everything to CHC in response to the request for PCC from Yemen saying that you are unable to get it due to ....list of reasons including you cannot fly to there, you do not have old passport copy with visas for Yemen now coz yuo turned it in...

Also tell them what you did to try to get it.. ..aka called Yemen embassy to see if they could issue it?

But i think you don't need to stress about it..If you look at US, Australia, UK Immigration website on how to obtain this Police Certificate then you will see they say it is not possible. I think your letter response explaining why you cant get it will be accepted as valid.

You're welcome and also for addresses you just put in whatever you had for an address for Hotel put hotel and get an addresses of the hotel from Google. when you were in transit say so. Also attach an explanation if you want to be meticulous.

You can write a letter to request more time. That is what I did when I could not provide the information and documents they wanted in 60 days. French exams Certificates,documents from relatives in Canadian etc... I sent a note explaining the situation.The second time they requested in 60 days a custody document from the court in Africa,I explained that I could only forward the document at a later stage as I needed to obtain leave from work and that could not happen in 60 days.

I'm very surprised you have to submit a PCC for countries you were in but didn't live in. I thought that applicants only had to submit a PCC for countries lived in for 6 months or more, since the age of 18.
Perhaps find this information on the CIC website and submit the link with all PCCs you are able to obtain?

We had to deal with getting a South Korean PCC and learned that the procedure written on the CIC website isn't correct. This caused a huge hold up in our application and we finally figured out the correct method after dealing with 5 embassies in 4 countries.

My husband and I have had letters like this as well; dated over 6 weeks ago, posted 3 weeks after written, 'please reply in 60 days'... so frustrating.

Sounds like a crazy request! Sadly, I'm not surprised :S
