I am nominated for a SINP OID,
I also have a study permit in Saskatchewan

Now, do you advise me to apply in land or out-land?
they say that:

Inland pros:
1- you can apply for Open work permit.
2-processing in Canada where you may be living.

Inland cons:
1-slow, may last for over 2 years.
2-you cannot leave Canada, strict restrictions.
3- you cannot appeal.

so what your advise to me as I live in Jordan, one of the slowest visa offices.

You will get the same answer again from me:
you have NO choice

follow the instructions in the nomination letter
very probably you have to mail your application to the CIO in Sydney NS

and i would recommend you to apply as soon as possible
