I submitted my application for FSW NOC 2171 yesterday.
Thanks to the senior members such as BritishGuy, future_canadian, sevagha, namaste, oscartan, nskatcv and many more who have been great help throughout the period.
I have noticed lots of confusion over the past few months on certain topics and want to pass my knowledge to the new comers to save their time/effort and money.
1. To decide which NOC you fall into:http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/IndexOfTitles.aspx
2. IELTS (General Training in necessary) is a must, even if you have master/PhD degree from English spoken universities other than CANADA and you also get extra 5 points if your spouse does the same.

3. ECA report is mandatory and you don't have to submit your high school certificates to get evaluations. I just submitted my bachelor's documents and got 21 points out of it.
4. To find out the up to date cap num: http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp
5. Police report is required but you can also submit this later:
For USA: Cover letter: https://forms.fbi.gov/identity-history-summary-checks-review
Fingerprint card: http://www.fbi.gov/about-us/cjis/identity-history-summary-checks/standard-fingerprint-form-fd-258
6. pictures have to measured correctly and if you want to do it for FREE: https://www.epassportphoto.com/
