Importance of Old file details in New file.

Hello All,

I would like suggestion from experts and others, who has this kind of experience.
My friend applied his PR application 2 years ago (under old rule) and his application refused due to less points. Now if he again wants to apply a fresh new application (under new rule & have > 67 Points) and he will mention his old file number (For reference) on ‘Schedule 1 Background/Declaration’ then

1. What is importance of old file here?
2. How CIC officer would cross verify old file details while evaluate new file details?
3. Would it speed up processing of new file??

Better not to contradict any info already in their posession. Alternately provide explanation.

All info should same wrt to OLD file ....Only addition of last 2 years work exp and other changes, such as work location, salary, job title, IELTS...
