It's best if you provide the reference letter at all costs. But I have seen people providing a cover letter explaining the situation instead. It all depends on your VO! To be honest if it makes sense to you, then it most probably will make sense to the officer.

Let's wait and have seniors opinions on this.

As far as determining your eligibility, reference letter is the most important supporting document. There is no replacement for it. If it's missing some details such as duties, you might be able to use a contract or job offer to provide that information.

Can you get a letter from a manager? A supervisor or even a colleague or client?

i am working as a supervisor itself. i think i can get letter from my colleague or manager. how it should be like?

The reference letter form your manager would be the best. Good luck.

I am also facing the same issue regarding Reference letter from the employer. But I do have a letter from my employer not like a reference letter, a casual letter to revenue Canada specifying my post and pay, nothing regarding duties and responsibilities. I am wondering if this letter is acceptable for my CEC application.?

^ It is absolutely vital that you provide some evidence of your job duties.

If your employer has refused to write your reference letter, then first find a way to solve this problem. Are they too busy to write it? Offer to write it yourself, then they can review it, print it on their letterhead and sign it. Or whatever their issue is.

Other people have mentioned providing job offers, etc, in cases where the letter is not possible.
