Hi might be wrong, as other call centre reps have said you can NOT submit OWP app along with inland app, since all inland apps go now to CPP-Mississauga first which does not deal with OWPs.
There have been discussions here:

Sir, Madam,
Thank you for contacting Citizenship and Immigration Canada. I am pleased to follow up on your request:
Application Forms – Sponsorship of a Spouse or Common-Law Partner in Canada
To apply for permanent residence in Canada under the Spouse or common-law partner category, the sponsor must be a Canadian citizen or a permanent resident. The applicant’s (i.e. the sponsored person’s) children can be included in the same application, whether they are inside or outside Canada.
This application must be sent to the Case Processing Centre (CPC) in Mississauga, Ontario. The application is available on our Web site. You can fill out the application on-line and print it.
To help avoid delays or a refusal, make sure that you:
properly complete and sign the application form(s);
include all the documents listed on the Document Checklist (IMM 5443);
make your payment either on our Web site with a credit card or at a financial institution (e.g. a bank) with an official Receipt (IMM 5401). Please see the Fee List for the list of prices and to find out how much you need to pay; and
include the proof of payment.
An acknowledgment letter is sent only if an email address was provided in the application. No acknowledgment letter is sent by mail. Please note that you will receive a letter from the CPC if they need more information, if your application has been transferred to a local Citizenship and Immigration Canada office or when a decision is made.
If the sponsored person would like to work during the processing of their permanent residence application, they will require a work permit. To apply for one, they must complete a separate application for an open work permit, but include the supporting documents and necessary payment for both applications in the same envelope.
The information in this email is meant to assist you in understanding the immigration and citizenship policies and/or procedures. If you plan on consulting this email again at a future date, please visit our website at www.cic.gc.ca to ensure that you have the most current information.
