Implied Status vs. Decision Made?

Hi guys, I have a specific question about when to extend our current permit as an implied status while you are waiting for the IRCC's final decision. As far as I understood, we must extend our current work permit before it is expired (if the decision for PR is not made). While I was trying to understand the term of the decision made, I was a bit confused the exact official meaning of the decision made. Does anyone could help me to understand the legal term?

For example, if someone is on an Open Work Permit and applied PR, current permit expires on end of May, waiting for PNP PR approval. what is the exact meaning of decision made? DM or PPR or Confirmation of Letter issued date?

Current permit expires (with approved ETA, no VISA required) - May 31, 2019
What if the IRCC system shows Decision Made on May 15, 2019 (is this still a decision made?)
If PPR requests showed on 25 of May 2019 or not yet shown, do you still need to extend a current permit at POE?

Could you please kindly advice if anyone knows clearly the term of decision made, when to apply an implied status? My guess should be the final decision made after we sent off the copy of passport to IRCC. But not sure when exactly.
