Hi every One

Recently I found the processing time has reduced to 6 to 12 months as compare to 6 to 7 years which used to take, please refer below link which menationed by Kenney and verify the correctness :

Further I found that they have defined a new job list which is the pre-requisite for applying under federal skilled worker defined by NOC:National Occupational Classification , plz refer below list :

Question 1: Im a software engineer having 2 years of work experience, working as SAP professional. After refering the job list I found that the only Job code which matches with my skill is 0213: Computer and Information Systems Managers and when I searched for this job code in NOC website: http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/QuickSearch.aspx?val65=0213 I found that all the skills are at MANAGER level, so does this mean that they only require computer professional at managerial level???
ANSWER TO THIS QUESTION IS VERY IMPORTANT TO ME AS MY ONLY CONCERN TO APPLY IS THIS MATTER AND I REQUEST YOU TO GIVE RELIABLE REFERENCE FOR YOUR ANSWER

Question 2: I have applied for Quebec Skilled worker on 30th Dec 2008 but I dont get enough time to improve my french langauge which is very strong factor for getting selected by Quebec gov, so do you suggest me to apply for federal at this stage? I applied for Quebec as I wanted to move to montreal and secondly processing time by federal was too long, but by new rule I can apply for federal also, so what you suggest?

The statement is certainly true. However, it is only an ambition and there are no guarantees.

Yes you're right. For one reason or another CIC believe that they can source sufficient software engineers from their existing population. Furthermore they believe they need engineering managers.

Based on the fact that you've only got two years work experience you would be unlikely to make a successful application on NOC code 0213. Therefore a FSW application would probably be rejected. Given that you've already applied for Quebec I'd suggest you pursue this. Others' opinions may differ.

Thanks for your reply. but when i use eligibility tool from end of this page: http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list and select Natural and Applied Sciences and Related Occupations then i see occupations of skill level A and B and NOT O which is managerial skillsand when i select other skills which are not listed, at the end i get below result saying: Based on your answers, you are close to qualifying for the Federal Skilled Worker Program. It appears that you could be eligible to apply if you secured a pre-arranged job in Canada. but how can i get arranged employeement when im outside canada, do u think its practically possible, specially in this economical situation?

What the eligiblity tool is suggesting is that based on your skills you might qualify if you have pre-arranged employment. As you indicate this would mean getting a firm job offer before
making your application for PR. It is possible to do this but it is not easy. I've tried a few times all without success. Basically, unless a Canadian employer is really desperate he/she isn't
going to offer employment to someone who won't be able to take up the position until they've got PR. As you suggest this probably is going to more difficult than normal due to the current
economic situation. All that said, I wouldn't discourage you from trying; you would have nothing to lose by trying to obtain an AEO.
