No - it's not possible to apply for refugee or asylum without leaving your home country.
To apply as a refugee, you must either travel to Canada and claim asylum here. Or you must move out of your country and be declared as a refugee by UNHCR once you are in a new location. UNHCR will then decide where you are relocated. It may be to Canada or it may be elsewhere.
