I sponsored my wife outland and she already has a Canadian tourist visa. She is coming as a visitor in January to stay with me while we wait for the spousal visa to come through. We hope that it will only be a few months more (based on timeline comparisons with other people at our office).

Question: If she comes to visit me in Canada, and then we receive an email from Immigration asking her to send in her passport, can she send that into the office while she is in Canada? and then just have them send it back to her in Canada, and then just cross over the border to the States and then come back in as a PR?

If she comes here, she needs to change her address to the Canada. The PPR request should give the option for the passport to be sent to Ottawa.

She can then flagpole at the border.

I thought though that if she changed her address to Canada, that that wouldn't be the right thing to do, as she applied outland and her residence is still technically in Colombia as she is just visiting me in Canada.

I thought that if we changed her address to my apartment in Canada, that that wouldn't look good in the eyes of Immigration Canada considering she needs to show proof that she has a return ticket to her country when she enters Canada anyway.

Or am I confused on this?

You can apply outland while in Canada. Many of us here have done this. No issues changing her address to a Canadian one.
