total years of studies 17 (One year Management Diploma from UK)

IELTS: reading 6.5 Writing 6
Listining 5.5 speaking 6 overall 6 bands

work experienc NOC 2255 five years woking experience
Relative in Canada brother
Spouse education Bacular
Funds more then $20000 Cd
age 26
arrange employment No



Please calculate the points and advice that he is eligible or not. As NOC 2255 exists.

2255 might exist but it is not on the list for 2011/2012.
http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp this will tell you the NOC codes and the ones that are filled for this year.
Unless the person has a job offer under this NOC code or holds out until July 2012 to see if this noc code is on the list then they cannot apply under the federal skilled worker scheme
