Immigration Options for 40+ immigrants

I have a cousin brother, I does qualify for express entry with his skill (Civil Engineer) and experience (15+). The problem is his score is really low, around in 200s because of his age and his spouse's age.
He will get 15 points for sibling in Canada as his brother is has a 4year old PR.

Do we have any option in immigration to look for him ?
Any help is highly appreciated, thanks in advance.

He needs to get his CRS above 450 to be able to qualify based upon current trend and his MEC score 67 and above.
Possible ways
1. Score high on IELTS for both the applicant and spouse.
2. Learn French
3. Get a job in Canada that gives extra points.
4. Try to get PNP nomination.
