Immigration office question (application received by abu dhabi office)

I sponsored my husband and the case is now forwarded to Abu Dhabi office. Now last week for the first time we got a response from them, they asked us a question:

Would your sponsor be willing to relocate to Canada should your permanent residence application be finalized before April 2015? If not, please provide a detailed explanation ?

what we understood from this above question is that they are asking if they process our case before April 2015 then the sponsor would be willing to relocate at that time to Canada. I just need your help to explain this question further to me. Our answer will be like that

"Yes my sponsor is willing to relocate Canada even if my application is finalized before April 2015".

Please advise is this answer fulfil their requirement.

I'm assuming that your husband maybe has some work commitment, or maybe some type of specific work permit where he has planned to stay until April 2015. CIC wants to know whether you would be ready to move earlier than that, let's say if your PR was approved before that, would it be a possibility for your family to move to Canada before, or does he have some kind of commitment that he can not break?

So - if you're able and willing to move to Canada as soon as your PR is ready, just let them know that. Your answer will be fine.

I think they are asking the wife if she will move to Canada (she is the sponsor). I am assuming that she applied while outside Canada therefore must prove that will be relocating back to Canada once a PR is granted to her husband.
