My infant was born in India on July 2014 and I received notice to take my oath on Oct 2014.
I was not able to go and my oath has been rescheduled for Jan 2015. My husband took the oath and received Canadian Passport. I have booked my ticket on Dec 27th to Canada.
We applied temporary resident visa for my infant and it got rejected. What I should do now to take my infant along with me? My husband is working for Ministry of Ontario.
 
Assuming your husband is currently living in Canada, he will need to sponsor your infant for PR. Once the PR visa for your infant is approved, you will be able to bring your child to Canada.

I would be curious. If 'Dad' just recently got naturalize, and now Mom is waiting to be naturalized, can't they pass citizenship to the new baby?

Only if the Baby was born after "Dad" was naturalized, then the baby would be a Canadian Citizen.

The baby would be able to get Canadian citizenship is if the Dad was naturalized Canadian before the baby was born. So the parents would have to sponsor the child. Once the child get PR, they can submit Canadian citizenship application for it.

You could also try for a TRP, Temporary Resident Permit. Some PRs have been able to get this permit for their foreign-born children.
