Immigrate to Manitoba

Hello

I am confused in the type of immigration category for Manitoba.
My friend from India would like to apply for MPNP. He is a Design engineer in Manufacturing and dye making. He has 4 years of experience.
He would like to immigrate to Winnipeg. I Would like to know what should be his NOC and can he apply from India through ON-LINE APPLICATION or he has to submit the application via email. I can provide him MAS. I never applied for anyone immigration that's why I would like to know.

Can anyone send me the Link from where I can download the application kit for MPNP for a specific stream under which my friend can apply.

Thanks for the information.
I am still in confusion that can my friend from India apply online or he has to apply via mail. Some one there in India told him that he can not apply online.The online facility is available only for those people who are living there or working. So he is again asking me if he can go with paper application. He would like to apply online but confusion exist.
Kindly help him via me.
