Immigrate to Canada from United Kingdom (Indian Citizen)

I am an Indian citizen pursuing PhD in United Kingdom, It is possible to apply for Canadian permanent residence visa through express entry from United Kingdom? or I will have to go to my home country to arrange any documents that can be obtained only in my home country e.g. police verification certificate. Also If I visit my home country in between, arrange documents and come back to UK and then apply from United Kingdom or is it recommended to apply from home country?

You can apply from anywhere. Only one thing which needs to be managed carefully is the PCC. if India is not your country of residence then you should get PCC only after your last visit to India, if you visit India again then you need to arrange PCC once again. But once you submit documents you can make visits to India without worrying about PCC. And PCC for India you can get from UK itself i.e. via VFS.
