Immigrate to Canada as a Chef

Hello,

I'm a Canadian citizen, trying to help my brother in-law and my sister immigrate to Canada. I don't care which province they land in but i am hoping i leverage the experience on this site to guide me through the best program for their situation:

Sister: Unemployed 32 yrs old.
Brother-in-law: Employed with many years as an executive Chef. 33 years old
Kids: 3 kids (oldest is 5 years old)

I currently live in Montreal, Quebec, however, he doesn't speak French so it may be an issue to apply for something in Quebec. Like i said, we don't really care which province they land in, as long as they're in Canada and they can always move after. Thank you for all your help :)

Hi Canuck,

Yes, of course, they will have to apply to immigrate like everyone else :), i wasn't trying to imply that i don't want them to do so.

I'm hoping someone with experience who can give more detailed answer on the type of programs they can apply for. For example, quebec has french requirements so that's out of question, i heard the PEI has a special program for Chefs and you need a job offer to apply for it?
