The instructions my wife's specific country asked for one photo only to be written on. I erred and wrote on all, and the embassy asked for new photos. The instructions for your specific country will be precise about how to deal with photos. The photos must:
be identical (black and white or colour) produced from the same untouched negative, or exposed simultaneously by a split-image or multi-lens camera.
You're right: your instructions are ambiguous. I would play it safe and present TWO sets of photos: one set with only one photo labelled; a second set with all photos labelled. For the small cost of the extra photos you could save a lot of time. I did it as instructed by the HK Visa Office.
