I am looking to extend my parents' visitor visa as their return flight has been cancelled due to Coronavirus. I did apply for their extension in 2018 as well and they were approved. This time, for the above question (Have you previously applied to enter or remain in Canada?) should I answer it as a YES or NO?
They never applied for any other visa before. Does the previous application to extend their visa count?

If they aren’t a Canadian citizen or PR, and they are in or have been to Canada, the answer is yes.
