Imm5669 form Query, L1B petition

Hi All, I'm preparing documents for the federal process of PR. Recently my company filed petition for L1B with the USCIS and it was denied. I never attended any interview or filed any application with the US embassy. As the process for L1B visa is that, the petition is approved for the company first then an individual would fill an application, take the approved petition and attend interview with the local US consulate. However, in my case it never happened, I was just told by my HR that the petition they filed was not approved. Now I'm confused about form imm5669 if this petition would mean a visa or entry denial for me. In form imm5669 it asks, have you ever been denied admission to any country. Do i need to say yes or no? I thought it would be no, as an applicant i never applied directly to US or attended any interview for L1B but m still very confused. Guys, can you please advise me.

No, petition is not considered to be a visa application.
