IMM5612 vs. my own cover letter, which one should be on top?

EG7 requires that applicants should use IMM5612 (the CIO's checklist) as the cover page. I also drafted my own cover letter. My question is: which one should be the very first page? My own cover letter or IMM5612? Any suggestions would be appreciated. Thanks.

Yeah this is exactly what I thought at first too. But, isn't it a literal violation of EG7's requirement? What if the VO viewing my case happen to be an unthinking machine who tries to make everything difficult to the applicant? :'(

I've heard many stories in our forum saying that VOs sometimes really don't bother to think in the applicant's shoes...
