IMM5409E “Commonlaw Declaration” & Commissioner of Oaths who don’t speak English

What do you do when all the Commissioner of Oaths in your city do not speak English?

I am sponsoring my common-law wife for family class immigration from Ukraine. We need to complete form IMM5409E "Common-law Declaration". It has been our experience in Ukraine that a notary will not sign/authorize any form that is in English language since it is not their native language.

How have other persons handled this situation?

Hmm that's kinda odd.. Maybe get a certified translator to look at it? I'd call CIC too just to get the safest answer!
