If my wife is living with me in Canada on an extended legal vacation, is her country of residence Canada as a visitor, or Wales as she intends to go back at some point before the application is processed?

I don't think her country of residence is Canada - she is just visiting, she is not a permanent resident of Canada either. Her country of resident means where does she live permanmently and her case I believe it's Wales.
