hello,
if your spouse is PR holder or citizen, I don't think s/he must be included there. But if you don't want to leave that place of the form blank, as you don't have any dependents, you can incluse him/her but do not forget to mention his/her country of residence and citizenship.

Do you mean on page 2, the Details of family members section?

No, your spouse is already a Canadian PR or citizen, so you don't list them there. You only list any dependants you have that are not yet Canadian PRs or citizen (so, for example, if you have a child who is a Canadian citizen, you don't list them here).
If you have nobody to list here, cross the section out or write N/A on it.
