a UCI means "unique client identifier". if you have never submitted an application of any kind to CIC, you do not have one. it is fine leaving it blank. you will receive one when your application starts processing.

So just to confirm, my Canadian common law husband who will sponsor me can just leave the UCI field blank for himself on his forms? (he was born here, not naturalized or anything like that, through and through Canadian and never had any dealings with CIC).
