I have been living in the same place for last 10 years but my address is too big for the "Street and Number" column, Should I use a new page? If yes, Do I leave question 12 blank or write something stating that please see another page? I tried shorting the address but there are things like Apt complx name and then building name that I cannot shorten.

Either use Adobe Acrobat X Pro or something like that to edit your form and adjust font settings, or leave this gap empty, print out the form and fill it in with a black pen. If you decide to use a separate sheet then type "continued on a separate sheet" or "see attached" in the original form so that it would be clear to the immigration officer that you have not forgotten to fill it in.
