IMM 5620 and RPRF Payment

Good day! I applied for Permanent Resident in Manitoba and submitted my application forms and made a payment for IMM 5620 for 550CAD (Application for Permanent Resident). I received an email that CIC already received my application and my payment at it's receipt number. After 2 months, I got an email today for my Medical Exam and stated in the instruction that i have to pay for the RPRF (Right for Permanent Resident Fee). I would like to ask if i have to pay the RPRF if i already paid the IMM 5620? This is for me to avoid double payment.

First when did your application reach CIC ?

Secondly, RPRF fee is a different fee and a different amount. You pay 550 before your file is assessed (non-refundable) and then if your file progresses you'll be asked to pay 490 RPRF. Everyone that's deemed eligible, passes security checks pays two fees. One at the beginning 550 and then the 490-RPRF at the later stages of your process. RPRF request is a sign of progress. Per current timeline, you should be 2 months away from your PPR

Thanks for the help, my application was received at Nova Scotia last November 2014. And i received my UCI and confirmation of payment last April 2015. One last question, can i pay my RPRF at the Canadian Embassy of the country of origin?
