IMM 5604 Parent ID

Hello all,

My question is regarding form IMM 5604. my wife's ex is signing the release to have my step-son immigrate to Canada. This section also requires a copy of his identification to validate his signature.

I'm assuming this copy of his ID needs to be notarized even though the notary witness will stamp the document to authenticate his signature?
