this question confuses me a bit and maybe tempts me to send a "Quebec Selection Certificate" before I should.
this is not a refugee application , it's just an ordinary in Canada family class common law partner PR sponsorship application.
Question 7 asks whether you have received your Certificat de Selection du Quebec (CSQ) , Yes or No
If No , it asks when did you apply for your CSQ?

The fact of the matter is that my partner has not applied for her QSC yet and cannot until we first apply for PR sponsorship to CIC and then receive a letter from CIC telling us to go to the Quebec website and download a Kit A or B of which the CSQ is part of that package.
Yet IMM 0008 is part of the application for PR sponsorship which is done beforehand ... so how can anyone answer Yes to Question 7?
There is no clear instruction anywhere about this question. I'm guessing just say No and don't answer anything for when did you apply.

I'm curious as to whether anyone else has experience with this phenomenom.

Well, i'll risk a guess here. People that is sponsoring a partner who is already living in canada as a Worker, CAN answer YES to that questions.
To be able to work in quebec, they need a CSQ. So, when they applied for a work permit from their homecountries they had to request a CSQ from quebec. That will make possible the fact that, at time of PR sponsorship app, they are able to say YES. never the less, i think anyway they have to get a new one (a diferent one since is for family sponsorship and not for work anymore).
Me, I got here as a student, and I met hubby and stayed. Students dont have csq, we have caq (certificat d'aceptation du quebec). when I applied for immigration I answer NO to the question of csq but i put a note stating I do have a student CAQ, which I also added just in case.

I know all forms can be confusing...! i mean, i checked each one at least 200 times before sending them XD but all of them have a reason :)

Some forms are used for more than one type of applicant, and the process varies for different types of applications. For family class sponsorship like you're doing (and like we did), of course you don't have your CSQ yet. You have to submit your application and then wait for a letter from CIC to be able to request the CSQ from MICC. It's all a bit confusing. I just checked "No" and then left the date blank for "when did you apply for CSQ."

@QuebecOkie Thanks so much for this!!!! I have been confused about this for a week now. I am applying for a family class visa in Quebec and I was stuck in an infinity loop! CIC ask that question about when you have applied for for CSQ

..but you cannot apply for that until you have sent your sponsorship form that you are applying for!
So if I answer "no" and leave the "when did you apply for your CSQ?" blank that will be fine?
